Hospital Sites Programme

Background

A £320 million landmark deal in April 2005 between the Department of Health and the Office of the Deputy Prime Minister (now the Department for Communities and Local Government) saw the transfer to English Partnerships of a significant portfolio of former NHS hospital sites comprising in excess of 1,700 ha across 96 sites. The Programme now forms an integral part of English Partnerships’ Surplus Public Sector Land Programme to deliver more housing to meet new Government targets as outlined in the Housing Green Paper published in July 2007.

The portfolio has the potential to deliver more than 14,000 new homes across England, attracting in excess of £1.6m of private sector investment, 116,000 sq m of employment floorspace and reclaim over 280 ha of brownfield land.

Of the 96 sites, 42 are in London and the wider South; 27 sites are in the North East, Yorkshire and East Midlands; 15 sites are in the North West and West Midlands and 12 sites are in the East of England and Milton Keynes area.

Current status

Working closely with local authorities, Regional Development Agencies, English Heritage and the Housing Corporation, English Partnerships assesses each site in terms of its development potential and how it could address local housing needs.

As well as partnership working to develop the sites, community engagement plays a key role in the success of the programme. On each site local communities are being consulted at the earliest possible stage to ensure proposed development plans meet local aspirations.

Almost half the portfolio has developers in place with sites under construction or about to commence.

Work has started on the following sites:

  • Renny Lodge, Newport Pagnell
  • Park Prewett, Basingstoke (Core/Southern Areas)
  • Linton Hospital, Maidstone
  • St Margaret’s Hospital, Epping
  • Leybourne Grange, Maidstone
  • Epsom Cluster, Retail Centre, Epsom

Since the portfolio transfer, the following smaller properties have been sold or leases surrendered:

  • Unit 7 Merlin Court, Aylesbury Vale
  • Land at Heath Close, Billericay
  • Derby City Chest Clinic, Derby
  • Ashover House, Lincoln
  • Carey House (Key Centre), Skegness
  • Scartho Hall, Grimsby
  • Land adjoining Scartho Hall, Grimsby
  • Alpha House, Droxford, Winchester
  • Mill Road, Colchester
  • Aycliff Hospital, Darlington
